How can I be sure that my drupal site actually switched to my RDS instance and not continued to use localhost? It would be good to include a step to restart drupal or turn off the local mysql to convince me i was actually using RDS.

Had problems will need to redo it.
Consider adding follwing step after DB is switched to RDS instance: sudo service mysqld stop
Unable to connect instance endpoint to established RDS endpoint. ERROR 2003 (HY000): Can't connect to MySQL server on 'drupallab.clpo9rzbx8jg.us-west-2.rds.amazonaws.com' (110)
